Melley III was admitted to Connecticut and the U.S. District Court, District of Connecticut in 1979, to the U.S. Court of Appeals, Second District, in 1993, and to the U.S. Supreme Court in 2000.

A native of Hartford, Connecticut, Mr. Melley has served as President of Board of Trustees for the Friends of Northwest Park In Windsor and has also served as commissioner of the Windsor Historical Society Society since 1985. He was formerly on the Board of Trustees for the Communities Law Center, a faith-based consortium of legal services for the working poor.
