Pamela Jo Hatley has practiced land use, environmental, and real estate law in the Tampa Bay area since 2003. Pamela represents clients in connection with the sale, acquisition, and development of real estate, planning and permitting, and in litigation matters at the trial and appellate levels, and at Florida Division of Administrative Hearings. Pamela is also a certified circuit civil mediator.

Pamela's law practice is focused on protecting property rights and land use entitlements in the context of Florida's fragile natural environment, and advocating for economic development that is socially responsible and environmentally sustainable. Pamela represents property owners and investors, developers, permit applicants, and third party participants in local government and state agency processes. Her academic research and doctoral dissertation, published in 2013, focused on citizen participation in community-based planning and land use processes using the Hillsborough County, Florida communities of Lutz, Keystone-Odessa, and Thonotosassa as case studies.

Pamela believes in community. She is an active member of the Rotary Club of Ybor City, and has served her club in several capacities including as board secretary and service projects chair. She recently joined the board of Rotary Means Business TampaBay and serves as its secretary. Pamela is a member of the executive council for the Environmental and Land Use Section of the Florida Bar, and recently stepped up to chair the ELULS Treatise committee. Pamela has in the past served on several other nonprofit boards and local government citizen committees.

Pamela Jo Hatley earned her juris doctor cum laude and an environmental and land use law certificate from the University of Florida in 2003. She earned her PhD in geography and environmental science and policy from the University of South Florida in 2013. Pamela grew up on a family farm in rural north Alabama and has resided in Hillsborough County, Florida since 1982.
