Ms. Beisman has over 25 years experience in bid protests; construction claims; default and convenience terminations; public records act and FOIA requests; false claims; resident contractor issues; mechanic's liens; and payment/performance bond issues.
As a former Assistant General Counsel for the New Mexico Department of Transportation and as a former Vice-President/General Counsel for Bradbury Stamm Construction Company, Ms. Beisman has seen public and private bidding and projects from both sides of the table. She has also played an active role in the development of law in these areas.
STATUTES AND DECISIONS
Ms. Beisman co-authored the New Mexico Fraud Against Taxpayers Act, a false claims act (NMSA 1978 Sections 44-9-1 to 44-9-14); was lead counsel in the New Mexico Court of Appeals case requiring all public agencies in New Mexico to apply the Resident Contractor's preference (a 5% bidding preference for New Mexico Contractors); and was lead counsel in a recent Civilian Board of Contractors Appeals decision awarding contractor costs against the International Boundary and Water Commission.

Ms. Beisman also has extensive experience speaking for Lorman Education Services on a variety of topics relating to the New Mexico Procurement Code.
