Firm Overview

The firm was established circa 1930 by C. R. Ellery. Since then, Hickey & Evans has developed a litigation and transactional practice in a variety of commercial and business law areas. The firm represents individuals in estate planning and other civil matters. Hickey & Evans lawyers have been known for many years for their dedication to client needs and effective representation. The lawyers are members of local, state and national bar organizations; many have held leadership positions in legal and community organizations in Cheyenne and throughout the state. They are active throughout the Wyoming court system. Hickey & Evans, LLP, provides clients with representation in a wide range of business law matters. In addition, they have developed a focus on utilities, oil and gas and environmental compliance. They defend insurance companies against claims and lawsuits, and advise corporate clients on environmental compliance. Autumn Aspen

Hickey & Evans, LLP

Autumn Aspen joined Hickey & Evans in 2016 as an Associate. She graduated from the University of Denver Sturm College of Law in May 2015 with a Certificate in Environmental and Natural Resources Law. Autumn graduated from Flagler College in St. Augustine, Florida with a B.A. in History and a minor in Spanish.

Autumn's practice areas include general civil litigation, education law, and labor law. During law school, Autumn worked in the University of Denver Environmental Law Clinic. She also completed internships with MarkWest Energy Partners in Denver, CO, Oceana in Washington, D.C., and the U.S. Department of Energy's National Renewal Energy Lab in Golden, Colorado. Autumn was also an Articles Editor for the University of Denver Water Law Review.

David F. Evans

David Evans was born in Kemmerer, Wyoming and grew up in Cheyenne, Wyoming. He graduated from St. Mary's High School in Cheyenne, Wyoming in 1970, the University of Wyoming with a B.A. in English Literature in 1974, and the University of Wyoming Law School, in 1978. He has practiced continuously with Hickey & Evans since that time. He is married to Becky, and they have two children.

Mr. Evans developed a community-based, statewide, general practice of law over the years. His areas of emphasis at this time are Business and Commercial Law, Labor Law, and Education Law.

John M. Walker

Hickey & Evans, LLP

John is a partner in the law firm of Hickey & Evans where he first began practicing law upon graduation from law school in 1984. His practice areas include probate, local government law and a trial practice. He has a Martindale AV rating and has been selected to Super Lawyers.

John is married and has seven children and seventeen grandchildren. He enjoys Wyoming's rugged outdoors and is an avid hunter, fisherman, photographer and he also enjoys scuba diving. He has authored two novels, Pioneer Parables and Varmint Hunter. John also writes a regular op-ed column for the Wyoming Tribune Eagle, which is Wyoming's second largest newspaper.

O'Kelley H. Pearson, Managing Partner

O'Kelley H. Pearson joined Hickey & Evans in 2007 as an Associate and became a Partner in 2011. She graduated from the University of Wyoming College of Law with honors in 2007 and was admitted into the Bar in 2007. At UW College of Law, O'Kelley served on the Student Honor Council, as managing editor of the Wyoming Law Review and was inducted into the Order of the Coif. Most recently, O'Kelley taught Legal Writing as an adjunct professor at the College of Law.

O'Kelley represents a wide range of clients, including K-12 and higher education boards and institutions, regulated utilities, municipalities, and diverse business entities. She has appeared before state and federal courts in Wyoming, as well as the Public Service Commission, the Industrial Siting Commission, and the Office of Administrative Hearings.

Paul J. Hickey

Hickey & Evans, LLP

Paul Hickey is an experienced trial Lawyer. His career began as a law clerk for the Honorable James E. Barrett, United States Court of Appeals, Tenth Circuit. Following his clerkship, Paul was a prosecutor for the Laramie County Attorney's Office. His practice focuses on Energy Law. He has been recognized as a Mountain States Super Lawyer and Best Lawyer in this focus area. His many clients include regulated gas and electric utilities, natural gas producers, wind developers and interstate electric transmission projects.

In addition, Paul has had a substantial trial practice, primarily in Federal Court. It includes refinery explosion cases and other types of commercial litigation. He is ranked as a Tier One Commercial Litigation by Chamber, USA. He has served on Advisory Committees to both the Tenth Circuit Court of Appeals and the District Court for the District of Wyoming. He has tried numerous cases in both State and Federal Court involving commercial, oil and gas and negligence claims.

Quin Parham

Hickey & Evans, LLP

Quin joined Hickey & Evans in 2016 as an Associate. His practice focuses on a wide range of civil litigation and he has appeared on behalf of clients in both federal and state court. He also represents and advises clients on insurance defense and coverage issues, education law, and commercial transactions. Quin currently serves on the Board for the Wyoming Chapter of the Federal Bar Association.

Quin graduated, cum laude, in 2015 from the Northwestern School of Law of Lewis and Clark College in Portland, Oregon with a Certificate in Environmental and Natural Resource Law. He received his undergraduate degree from the University of Denver in 2012.

During law school, Quin gained invaluable experience working as a judicial extern for the Hon. Ann Aiken, U.S. District Judge for the District of Oregon, in addition to completing stints in the legal departments of the U.S. Environmental Protection Agency and the U.S. Department of the Interior. He also served as a research assistant for Professor and former dean Robert Klonoff.

Richard D. Bush

Richard has been with the firm since 1990. Upon graduation from law school in 1989, he served as a Law Clerk for the Wyoming Supreme Court. His practice area focuses primarily on civil litigation and education law.

Robert J. Walker, Managing Partner

Robert (R.J.) Walker was born in Laramie and is a second generation Wyoming attorney. Upon graduating from Cheyenne Central High School in 2000, Robert completed a two year mission for the Church of Jesus Christ of Latter Day Saints in the state of Minas Gerais, Brazil. Robert is fluent in Portuguese and has a basic comprehension of Spanish.

Robert joined Hickey & Evans in the fall of 2010 and has primarily represented clients in the areas of estate planning, probate, general civil litigation, business transactions, insurance defense, employment law, and appellate practice. Robert regularly appears before state and federal courts throughout Wyoming, has successfully argued before the 10th Circuit Court of Appeals, and has resolved numerous cases through the use of mediation and arbitration. He excels in his use of advanced software and technology in furthering his client's interests.

Roger C. Fransen

Roger grew up in South Dakota and is a graduate of the University of Wyoming College of Law. He has lived and practiced law in Cheyenne since 1983. Prior to coming to the firm, he served as Director of the Wyoming Office of Administrative Hearings. He also served on Governor Michael Sullivan's staff and as a Senior Assistant Attorney General for the State of Wyoming. As Of Counsel, Roger provides assistance to the firm's partners in various matters involving administrative law, including representation of regulated utilities before the Public Service Commission of Wyoming and civil litigation and appeals in both state and federal courts.

Stefanie Boster

Stefanie Boster joined Hickey & Evans in 2014 as an Associate. Prior to joining the firm, she worked in Casper, Wyoming. She graduated from the University of Montana School of Law in 2002 where she served as a member of the Public Land and Resources Law Review. She received her Master of Taxation (LL.M.) from the University of Denver Graduate Tax Program in 2003.

She is admitted to practice in all Federal and State Courts in Wyoming and the Tenth Circuit Court of Appeals. She is also admitted to practice in all Federal and State Courts in Colorado and Montana. Stefanie is a member of the Wyoming State Bar, Laramie County and American Inns of Court.
