From 1991-1993 he was Chair (by election) of the Family Law Council of the Allegheny County Bar Association. Mr. Frank also has served as a member of the Pennsylvania Bar Association Law Council: Chair of the Public Service Committee of the Allegheny County Bar Association: Chair of the Pennsylvania Bar Association Committee of Pennsylvania Child Custody Jurisdiction: and Trustee of the Louis Little Foundation of the Allegheny County Bar Association. He currently serves as Chair of the Allegheny County Bar Association Appellate Practice Committee and the Treasurer. He has served (by appointment of the Supreme Court of Pennsylvania) as a member of Pennsylvania Appellate Rules Committee (ACPRC). He co-chaired the ACPRC's committee on the newly instituted Children's Fast Track rules for appeals involving children. He also serves (by nomination of the President of the United State of America) as a director of the Czech and Slovak American Enterprise Fund; and Commissioner of the Pittsburgh Housing Authority
