Mr. Templeman has represented telecommunications and electric utilities before the New Mexico Public Regulation Commission in a variety of complex matters, including certification, ratemaking, rulemaking, complaints, and financing. He currently represents the New Mexico Exchange Carrier Group, an association of rural telecommunications companies, before the Public Regulation Commission and the New Mexico Legislature. He handles the regulatory, litigation, and general corporate legal work for many of the association's member companies. Jon J. Indall concentrates his practice with the firm in the areas of natural resources, environmental law, and administrative law. With over 30 years experience in these areas, Mr. Indall's practice includes transactions, title work permitting, and mining property acquisitions. He has also represented numerous clients in site remediation activities, including superfund sites.

Mr. Indall has represented mining companies before various governing boards and regulatory agencies, including the New Mexico Environment Department, Water Quality Control Commission, and the New Mexico Mining and Minerals Department. He has been involved in a wide variety of trials and appellate actions including condemnations, takings, toxic tort defense, water rights, environmental claims, commercial disputes, and tribal sovereignty issues.

Mr. Indall has been active in representing the uranium mining industry for several decades and has utilized his expertise in both representation and lobbying activities. Stephen J. Lauer

Stephen J. Lauer practices with Comeau, Maldegen, Templeman & Indall, L.L.P. in the areas of insurance, natural resources, environmental law, and litigation. Prior to joining the firm, Mr. Lauer worked as a Law Clerk for the New Mexico Court of Appeals and as a Staff Attorney for Legislative Council Service, the drafting, legal, and research agency of the New Mexico Legislature.

Mr. Lauer currently devotes his primary attention to all aspects of insurance coverage, handling litigation and claims assistance in building and construction, fire loss, bank liability, and other areas. A former licensed title insurance agent in Colorado, Mr. Lauer has represented numerous S&P 500 companies on insurance/related issues and has lectured on the duty to defend under liability policies.

Mr. Lauer has also served on the Board of Directors and as Chairperson of the Commercial Litigation Section of the State Bar of New Mexico. Paula A. Cook

Attorney and partner Paula A. Cook has been with Comeau, Maldegen, Templeman & Indall, L.L.P. since she began practicing law in 1984. Ms. Cook practices in the areas of real property and real estate, commercial law, wills, trusts, and probate, with an emphasis on real property law.

Ms. Cook came to the firm with eight years of experience in commercial property management including nursing homes, apartment complexes, retail strip malls, and shopping centers. She practices primarily in the areas of real property law and real estate transactions spanning purchases, sales and leases of both residential and commercial properties, financing for those transactions, subdivision, zoning and other land use matters, and water rights. Ms. Cook handles complex covenant, easement, and encroachment enforcement issues and disputes and regularly represents homeowners and condominium associations with administrative issues and disputes. She also represents individuals in disputes with those associations.

Joseph E. Manges

Attorney and partner Joseph E. Manges has been practicing law with Comeau, Maldegen, Templeman & Indall, LLP since 1983. Mr. Manges concentrates his practice in the areas of commercial litigation, natural resources, water rights, real property, corporate law and financial institutions.

Mr. Manges has over 30 years' experience as lead counsel in numerous simple and complex commercial cases, including disputes involving commercial contracts, environmental pollution, accidents involving personal injury and torts, insurance claims, probate, wills and trusts, employment and civil rights matters and intellectual property. He has handled hundreds of bench, jury, and arbitration proceedings. Mr. Manges has deep experience in the natural resource, environmental and water rights fields, including handling federal and state permit proceedings before federal, state and local agencies, including the BLM, Forest Service and the NM State Engineer, NM Environment Department and NM OCC. Mr. Manges has substantial corporate experience, including representation of banks, credit unions and non-profit organizations including schools and arts organizations. He presently serves as General Counsel for Del Norte Credit Union. He has previously served as a member of the Board of Directors and Treasurer of Santa Fe Federal Employees Federal Credit Union. Mr. Manges has an active state and federal appellate practice, having over 40 reported published opinions in state and federal appellate courts. In 2007, the Supreme Court of New Mexico appointed Mr. Manges to its Appellate Rules Committee, and he is presently serving his second term on that Committee. Adela M. Duran

Santa Fe native Adela M. Duran handles the majority of the firm's government relations work. Ms. Duran has been lobbying in New Mexico for over 18 years, and her efforts are currently focused on the uranium mining industry. Larry D. Maldegen

Jon J. Indall

Jon J. Indall concentrates his practice with the firm in the areas of natural resources, environmental law, and administrative law. With over 30 years experience in these areas, Mr. Indall's practice includes transactions, title work permitting, and mining property acquisitions. He has also represented numerous clients in site remediation activities, including superfund sites.

Mr. Indall has represented mining companies before various governing boards and regulatory agencies, including the New Mexico Environment Department, Water Quality Control Commission, and the New Mexico Mining and Minerals Department. He has been involved in a wide variety of trials and appellate actions including condemnations, takings, toxic tort defense, water rights, environmental claims, commercial disputes, and tribal sovereignty issues.

Mr. Indall has been active in representing the uranium mining industry for several decades and has utilized his expertise in both representation and lobbying activities. He has represented the Uranium Producers of America since the organization's inception in 1985, and has been instrumental in the passage of various energy laws and policies at the federal level. In addition to the uranium industry, Mr. Indall also represents a broad range of natural resource clients including hardrock mining companies, natural gas pipeline companies, and oil and gas supply and water disposal companies.

Mr. Indall is a frequent speaker to statewide, regional, and national industry associations on mining issues, and has authored and presented a paper to the Rocky Mountain Mineral Law Institute. Jon J. Indall concentrates his practice with the firm in the areas of natural resources, environmental law, and administrative law. With over 30 years experience in these areas, Mr. Indall's practice includes transactions, title work permitting, and mining property acquisitions. He has also represented numerous clients in site remediation activities, including superfund sites.

Mr. Indall has represented mining companies before various governing boards and regulatory agencies, including the New Mexico Environment Department, Water Quality Control Commission, and the New Mexico Mining and Minerals Department.
