A former shareholder with a large community association oriented practice, Mrs. Pape opened the firm in April of 2012, to serve her clients in the best manner possible. Prior to focusing on Community Associations law, her practice was devoted to civil litigation in the area of real estate development, land use, debt collection and corporate and contracts law. The principal in the firm, Lella Amiss E. Pape, has extensive litigation experience with unique problems of Condominium and Community Associations, as well as eviction and collections from tenants in commercial common interest properties, and has been a frequent participant and educator in the programs of numerous professional organizations, including the Community Associations Institute all aspects of Corporate and Real Estate law, condominium law, including litigation and general civil litigation for over 27 Years. Our associate (and engineer), Richard Hebert, PE, CFCM (A Certified Federal Contracts Manager (CFCM) certification, which validates education, training, experience, and knowledge of the Federal Acquisition Regulation), has extended experience in construction/structural warranty litigation and small business consultations, as well as collections and civil litigation. Our three (3) paralegals are experienced in real estate matters and residential and commercial co rs. Pape is very active in Community Associations Institute, and was awarded the Rising Star award on 2007. Mrs. Pape also lectured locally on behalf of the Community Associations Institute, and through the Prince William County Neighborhood Coalition, and in West Virginia with the Eastern Panhandle Organization of Homeowners Associations.

Mrs. Pape opened her law office, located in the City of Manassas, at 9324 Main Street, Manassas, Virginia 20110 in 2012 after over 12 years with a large community association law practice in Northern Virginia. Her practice concentrates on common interest community association law, as well as real estate and small business law.
Mrs. Pape opened her office to keep the community association practice and focus in a central location for her clients. Mrs. Pape has substantial experience in advising Common Interest communities located in Virginia, Maryland, West Virginia and the District of Columbia. Her clients consist of commercial and residential condominiums and homeowners associations, as well as business clients located in Prince William, Culpeper, Fairfax, Alexandria, Arlington, Loudoun and Stafford counties in Virginia, and in Frederick, Prince George's and Montgomery Counties, Maryland, as well as West Virginia and the District of Columbia.
Mrs. Pape is very active in Community Associations Institute, and was awarded the Rising Star award on 2007. Mrs. Pape also lectured locally on behalf of the Community Associations Institute, and through the Prince William County Neighborhood Coalition, and in West Virginia with the Eastern Panhandle Organization of Homeowners Associations.

-Drafting of governing documents, Rules and Regulations using existing documents and current statutes for Associations
-Obtain civil judgments in Maryland, Virginia and the District of Columbia based on assessment collections and architectural enforcement actions.
-Representation in covenant enforcement matters, architectural standards and litigation for enforcement of covenants violations
-Representing business entitles in collections, eviction and litigation matters arising from contract and ownership matters
-Obtaining and performing judgment collections and enforcement in Virginia, Maryland, the District of Columbia and West Virginia
-Representing Associations in the recovery of unpaid assessments in Maryland, the District of Columbia and Virginia as well as in Federal Bankruptcy and other Courts
Mr. Hebert's practice is centered on general business and corporate law. He is also experienced in real estate and land use, construction law, employment law, government contracting, software licensing and non-profit law. Throughout his career, Mr. Hebert has served as General Counsel for two corporations at the VP and Director level, worked at two private law firms, the U.S. Senate Judiciary Committee, and General Dynamics. Prior to law school, he worked as an engineer for a large general contractor and the Naval Research Lab.
Mr. Hebert received his law degree from George Washington University in 1996, and his undergraduate degree (with honors) in Civil Engineering from Marquette University in 1989.
Mr. Hebert is admitted to practice in the Commonwealth of Virginia and the District of Columbia, as well as before the state and federal courts in those jurisdictions. Mr. Hebert is a licensed Professional Civil Engineer, a Certified Federal Contracts Manager, and holds a Masters Certificate in Government Contracting from George Washington University.
