On July 2, 2013, the Obama administration made the surprise announcement that it would not enforce the reporting requirements or the "shared responsibility" payments (fines) portions of the health care reform law until 2015. In effect, this means that the employer mandate, which was scheduled to kick in at the beginning of 2014, will be delayed by an entire year.
