The firm opened in 1989 in Chico, California, providing legal services in the areas of Environmental Law, Forestry and Timber Law, Real Estate Law, Estate Planning and Probate. In 1997 we opened a second office in Oroville, California to provide more convenient service for our many clients in the southern half of Butte County and surrounding areas. Over the years the firm withdrew from Environmental Law litigation involving hazardous waste matters, focusing instead on our core issues of Real Estate Law, Estate Planning, Probate, Forestry issues, and Litigation. Today we offer a wide range of services in those areas of practice, as well as Elder Law, Long-Term Care Planning, Bankruptcy, and Business and Contract Law.

We provide representation in a variety of areas, including real estate, estate planning, forestry and timber, elder issues, and business, with a focus on service. The legal process can seem confusing and foreign, and sometimes be stressful; we seek to lessen our clients' concerns by keeping them informed as their cases progress. In matters of litigation, we are aggressive yet sensitive to our clients' costs. Our goal is to always provide the finest work and service at the most reasonable price, according to individual cases and circumstances.

Free Initial Consultation?

We offer a free consultation for estate planning matters and a $75.00 half-hour consultation on other matters. Client ability to pay can result in waiver of the $75.00 fee.

Office hours are Monday through Thursday, 8:30 to 5:00, and Friday 8:30 to 4:00.

The issues in my practice do not call for emergency hours. However, my clients do have my cell phone number and can reach me if the rare emergency does develop.

How did your firm decide on the primary area of practice(s)?

My areas of practice are quite closely tied to my "real world" experience. The management of forests is closely tied to real estate, property lines, easements, property rights, and more. My involvement in estate planning and probate was chosen because of my desire to assist people in planning for end-of-life situations, having helped my own family deal with these issues before returning to law school.

What is your firm's point of view regarding clients educating themselves on legal issues?

I am supportive of clients educating themselves on legal issues. Our legal system is designed for access by the common person, and the client who takes the time to learn about the subject matter in which they are involved makes it easier to work closely with them as a partner in their case; otherwise, the client can end up being like a passenger at the back end of a roller coaster.

Is your firm willing to review documents prepared by clients?

Our firm is always available to assist clients in reviewing documents they have prepared. Legal services can be expensive and we recognize this. We offer suggestions, and warnings when applicable, and seek to educate the client about the subject matter of the law they are attempting to navigate on their own. We do so with a respectful attitude, remembering that once we were in the same place they are in now.

Is your firm willing to coach clients who want to represent themselves?

We have assisted clients who wish to represent themselves, but also advise them that the benefit of an attorney handling litigation is having someone who can navigate the rocky shores of civil procedure free of the emotional burdens of handling their own case. In these situations we attempt to be available for the client as best we can. We are further mindful of issues of malpractice and strive to keep the client well informed of these issues.

William G. Apger

Before entering law school, William Apger was employed for ten years as a staff forester for the Collins Pine Company in Chester, Plumas County, California, helping manage the Collins family's 100,000 acres of forest land in Plumas and Tehama Counties. His duties included analysis of growth and yield of forest products from the company's forests, ensuring healthy and diverse forest ecology, drafting the environmental planning documents for timber harvesting, marking timber to be harvested, and supervising logging operations on the company's lands.

Prior to becoming an attorney I worked for years in other professions: Landscaping, Agriculture, Firefighting, and Forest Management. Real world experience gives me a better sense of practical outcomes for my clients. The law is far more than legal argument. It is a system where people attempt to order their world. By having lived and worked in that world before becoming an attorney, I am better prepared to recognize the client's needs and explain complex legal concepts in terms they can understand.

My strength begins with openness and genuine care for my clients. They are the reason I am able to make a living and I try to make them all feel important, which they are. One of the great complaints I hear about attorneys is that the client can never speak with them on the telephone. While the work load prevents me from being perfect, I attempt to maintain close contact with all my clients so they know I am there for them and am available to them during stressful times. My legal research and writing skills assist me in making my clients' positions clear and understandable to the court as well as my clients.

Personal interests:

When I am not in my office working, I live for backpacking in the High Sierra, and enjoy cooking, eating good, home-grown food, gardening, fishing, hunting, distance running, being with friends and family, and a good pint of ale at the Sierra Nevada Brewery in Chico.
