Mr. Williams earned his bachelor of science degree from the University of Albany in 1989. In 1992, he achieved his juris doctor from the Brooklyn Law School, which is consistently ranked among the nation's top law schools and where Mr. Williams served as chairman of the Moot Court Honor Society.

Asbestos Use in the United States

Asbestos is the name applied to a group of fibrous minerals that became desirable to a number of industries thanks to their low cost, high strength, resistance to heat, lack of electrical conductivity and bonding abilities.

Asbestos use increased dramatically during the Industrial Revolution of the 1800s, and the asbestos boom peaked from the 1940s through the 1960s. Asbestos was heavily used by the construction, automotive, shipping, and oil and gas industries, and products with asbestos have included diverse goods ranging from brake pads to insulation to vinyl flooring.

As the carcinogenic properties of asbestos became better understood, individual states and various agencies of the federal government started to regulate its use. In 1989, the Environmental Protection Agency (EPA) issued the Asbestos Ban and Phase Out Rule, which would have effectively banned the production of asbestos-containing products; however, that directive was overturned by a federal appellate court in 1991.

Today, some specific asbestos-containing products are banned, and the use of asbestos in goods that have not historically contained asbestos is also barred. Many products can still legally carry trace amounts of asbestos.

Dangers of Asbestos Exposure

Asbestos becomes a health risk when its fibers are inhaled and accumulate in the lungs. Over time, asbestos particles contribute to the cell mutations that can cause two types of cancer:

Lung cancer
