Franklin Rooks

Franklin J. Rooks Jr. is an attorney licensed to practice in New Jersey and Pennsylvania. In addition to being an attorney, Mr. Rooks is also a physical therapist. He earned a Masters Degree in physical therapy from the Philadelphia College of Pharmacy & Science (now called the University of the Sciences). He also has a Master's Degree in Business Administration (MBA) from Drexel University. Prior to his practice of law, he owned a chain of physical therapy clinics in PA, DE, and MD. He sold that business to a private equity firm. In addition to his practice of law, he established an occupational medicine business which had 5 locations in DE. He sold that to a private equity firm in 2014.

Mr. Rooks' practice of law focuses on employment related matters, which includes, but is not limited to disability discrimination under the Americans with Disabilities Act, sexual harassment, wrongful termination, discrimination under Title VII, wage payment violations, and the Family Medical Leave Act. He also devotes some of his practice to health care related matters, which includes provider reimbursement and contracting issues, Stark and Anti-kickback compliance, and physician employment contracts. Mr. Rooks also advises private equity firms on rehabilitation-related acquisitions regarding operational diligence. He sits on the editorial advisory board for Billing & Coding Advantage Magazine, and Advance Magazine for Physical Therapy & Rehab Medicine.

Jared Jacobson

Attorney Jared A. Jacobson, Esq. is a member of The Law Firm of Jacobson & Rooks, LLC, and specializes in Labor and Employment Law, Whistleblower/Qui Tam cases, Restrictive Covenant matters, Healthcare Law, Business/Finance Law, Commercial Real Estate and Sports & Entertainment matters. Mr. Jacobson has experience litigating cases in federal and state courts, as well as at administrative agencies and is licensed to practice in Pennsylvania, New York and New Jersey. Mr. Jacobson regularly works with whistleblowers in the healthcare industry involving healthcare fraud and various other types of fraud committed against the federal and state governments, as well as whistleblowers in the financial industry involving claims under the Sarbanes-Oxley Act of 2002 ("SOX"), the Dodd-Frank Consumer Protection Act ("Dodd-Frank") and before the Securities and Exchange Commission ("SEC"). Besides Mr. Jacobson's experience representing whistleblowers in Qui Tam/False Claims Act cases, Mr. Jacobson has extensive experience representing employees who have been discriminated against in violation of the Family and Medical Leave Act ("FMLA"), Title VII of the Civil Rights Act of 1964 ("Title VII") and various state equivalents. In conjunction with representing victims of discrimination due to "blowing the whistle" or complaining about the discrimination suffered, Mr. Jacobson represents individuals who have been retaliated against as a result of "speaking up". Mr. Jacobson also regularly counsels physicians in connection with their physician employment agreements as well as physician partnership documents. Finally, Mr. Jacobson provides general business/finance, real estate, transactional and employment law counsel in connection with his general counsel services offered to small and mid-sized businesses.

Thomas Hynes

Thomas E. Hynes is an Associate Attorney with The Law Firm of Jacobson & Rooks, LLC, handling matters in the areas of Labor & Employment, Business/Corporate, Securities, Real Estate, Healthcare and False Claims Actions. He is a graduate of Rutgers School of Law-Camden. Mr. Hynes also has a Master of Business Administration (MBA) degree from the New York Institute of Technology.

Prior to entering the legal profession, Mr. Hynes acquired nearly seven years worth of practical and substantial experience in investment and insurance strategies and products as both a FINRA registered representative with The Vanguard Group and licensed insurance producer appointed with Vanguard's partnering insurance companies. While at Vanguard, Mr. Hynes consulted directly with clients and provided tangible guidance concerning matters of finance, securities, tax, and insurance.
