The aim of the criminal justice system is the prevention and punishment of violent crime. In California, the trend of increasing prison sentences for violent offenses shows no signs of abating. Driving under the influence continues to be one of the most commonly committed crimes in America. The nationwide trend beginning in the 1980's more aggressive arrest, prosecution and sentencing of DUI shows no signs of slowing down. With the incentives of grants and awards based upon DUI arrest statistics, police agencies throughout California are increasing the use of DUI sobriety checkpoints, specialized DUI units and roving patrols. Prosecutors and judges are increasing sentences for first time offenders. Under the strain of shrinking budgets, Courts are increasingly balancing their books through increased fines for DUI offenders.

The consequences for even first time, misdemeanor DUI offenders are significant. Independent of the court's action, the DMV will suspend a first time DUI offender's license for six months. Many courts require work-release or even jail time for first timers. First offenders are required to take a mandatory DUI course that could last up to eighteen months. Court fines and fees for DUI often run into the thousands. Moreover, insurance rates inevitably skyrocket for those convicted of DUI

In addition, the depending upon the circumstances, arrest for DUI may result in very significant consequences. Refusal to submit to a chemical test may result in a year-long license suspension. In the case of accident resulting in injury and, multiple offenders, a DUI arrest may result in a felony filing. Multiple offenders also face the mandatory imposition of an alcohol screening device known as an "ignition interlock." In fact, the legislature has instituted a pilot program in certain counties (i.e. Los Angeles), requiring ignition interlock devices for first time offenders!

At the Public Defender's office Mr. Diallo achieved acquittals on numerous serious felony offenses, including murder, attempted murder, sex offenses, drug sales and gang crimes. Mr. Diallo provided training to fellow Deputy Public Defenders regarding trial practice and gang related crimes.

Prior to joining the Public Defender's Office, Mr. Diallo was an associate with a Los Angeles law firm where he represented clients in business litigation, insurance, intellectual property and employment matters.

Mr. Diallo received his Juris Doctor degree from the University of San Diego School of Law in 2001. At the USD Law, Mr. Diallo was a member of the award winning National Mock Trial team, and clerked for the Civil Division of the United States Attorney's Office in the Southern District of California.

Mr. Diallo received his undergraduate degree in Political Science, from the University of California, San Diego in 1998. As an undergraduate, Mr. Diallo served as President of the Associated Students of UCSD.
