Since our inception as The Hawkins Center in 1986, Rubicon Legal's attorneys and advocates have successfully represented over 2,000 individuals on Social Security disability insurance (SSDI) and Supplemental Security Income (SSI) claims. Our staff attorneys collectively have over 40 years of experience representing clients on disability benefit claims before the Social Security Administration.

We understand that applying for benefits can be frustrating and confusing. Applying for Social Security Disability Insurance and SSI disability benefits can be a complex and overwhelming task that can take two years or more from application to award. Rubicon Legal Services' highly trained staff attorneys and advocates provide representation to individuals throughout this process.

Rubicon Legal Services is a division of a larger community-based organization, Rubicon Programs. Rubicon Programs assists people who are homeless, economically disadvantaged, have mental health disabilities or other barriers. True to our mission, we strive to prepare very low-income people to achieve financial independence and to partner with people with mental illness on their journey of recovery.

Services Offered For Fixed Fees?

Attorney's fees in a Social Security disability case are paid on a contingency basis. This means that attorney's fees are only owed if you receive a favorable decision and become entitled to benefits. The amount of the fee is regulated by Social Security and is 25% (one-fourth) of the past-due Social Security (SSDI) and/or Supplemental Security Income (SSI) benefits owed to you and your family, or $6,000.00, whichever is less.

How did your firm decide on the primary area of practice(s)?

Rubicon Legal Services story started in 1986 as The Hawkins Center. The Hawkins Center was named after Versie Hawkins, who suffered a severe back injury in 1982. After multiple setbacks, Versie sought the assistance of a young attorney and social worker in Richmond, Linda Mills, who represented her before the Social Security Administration and was able to guide her case to a successful conclusion. Versie's struggle and the dignity with which she fought through it, so inspired Linda that she founded The Hawkins Center. In 2003, after more than 10 years of collaboration, the Hawkins Center merged with Rubicon Programs.

Our new name, Rubicon Legal Services, reflects our strategy to deepen the impact we have through the close coordination of legal services with Rubicon's Mental Health and Wellness, and Economic Empowerment divisions. For those who have come to know The Hawkins Center for the skilled representation and advocacy services we have provided on Social Security disability claims since 1986, as well as our other services, rest assured these services continue!

Kelly Dunn

Kelly has been the Director of Rubicon's legal services division, previously known as the Hawkins Center of Rubicon Programs, since July 2003. Kelly was the Executive Director of the Hawkins Center from 1991 until its merger with Rubicon in the summer of 2003. In addition to serving as Director of Legal Services, Kelly is General Counsel for Rubicon.

Kelly has been a practicing attorney since 1982, focusing since 1985 on the field of Social Security disability law. He has been a Co-Chair of the Contra Costa HIV/AIDS Consortium, and has served as Chair of the Executive Committee of the Family Care Network in Alameda County.

Kelly received his J.D. degree from the University of California, Berkeley (Boalt Hall) School of Law. He received his B.S. degree in Physics from U.C. Irvine. In 2007 he was honored with the Pro Bono Attorney of the Year award presented by California Supreme Court Chief Justice Ronald George on behalf of the Contra Costa Bar Association and The Bar Fund.

Rosemary Dady

Rosemary is the Managing Attorney at Rubicon Legal Services. She joined The Hawkins Center in 2002 as a Staff Attorney in the Social Security Advocacy Program and became Managing Attorney in 2008. Prior to her work here she was an attorney at Bay Area Legal Aid's San Francisco office (then known as San Francisco Neighborhood Legal Assistance Foundation), in the Community Health Advocacy Project. Beth Mazie

Beth has been a Staff Attorney in our Social Security disability advocacy program since 1997. In 2003 she took time off to raise her young children, returning to Rubicon in 2007. Throughout her tenure, she has practiced exclusively in the area of Social Security disability law. She has represented hundreds of clients at Social Security hearings and has handled cases all the way to Federal Court. Prior to her work at the Hawkins Center, Beth worked as a supported living specialist for Golden Gate Regional Center. She has worked as an attorney at Disability Rights Education and Defense Fund (DREDF) and volunteered at Community Alliance for Special Education (CASE)advising parents of their rights under special education laws.

Beth graduated from Ithaca College in 1989 and received her J.D. from George Washington University National Law Center in 1993. She has been honored with an award for outstanding service in public interest law by the Bar Association of San Francisco.

Brian Hogan

Brian began working with Rubicon Legal Services in 2007. His practice is now focused on our Social Security Disability Insurance and SSI advocacy program representing clients at their disability hearings.

Brian was actively involved in the formation of the Contra Costa Reentry Initiative in 2010 and 2011. He has served on the San Francisco Reentry Council's Subcommittee on Civil Rights and Civic Engagement of the Formerly Incarcerated. Brian's former work in Rubicon's Legal and Workforce Services program was recognized as a "best practice" in the emerging field of reentry legal and employment services for formerly incarcerated individuals. (See, The East Bay Community Foundation's study, "Putting the East Bay to Work: Sustainable Jobs for the Underemployed." (September 2009, page 58)) In 2011, Brian helped organize the first Clean Slate Day for the formerly incarcerated citizens of Contra Costa County.

Brian received both his JD and BA from University of North Carolina at Chapel Hill. He began his legal career as an Instructor of Political Science and Legal Administration at Greensboro College in Greensboro, NC.
