J. Richard Ratcliffe

J. Richard Ratcliffe is a founding partner of Ratcliffe Harten Burke & Galamaga LLP, a former prosecutor and a well-respected trial lawyer. He counsels clients in connection with contracts and licensing agreements, trademark and copyright issues, probate and regulatory matters, and represents individuals and corporations in civil, criminal proceedings in federal, state and municipal courts. After earning his Juris Doctorate from Washington University and bachelor's degree in economics and mathematics from Providence College, Mr. Ratcliffe prosecuted narcotics, white-collar and public corruption cases as a Rhode Island Assistant Attorney General and cross-designated Special Assistant United States Attorney. More recently, he has been selected by his peers as a "Rhode Island Super Lawyer" and, based upon the confidential opinion of peers and judges, received an AV Preeminent rating from Martindale Hubbell, the highest possible rating on both legal ability and ethics.

Jeffrey M. Biolchini

A former law clerk in the Massachusetts Superior Court, Jeff spent two years with the U.S. Attorney's Office as an intern focusing on criminal appellate issues in the Ninth Circuit. Prior to that, he worked as an extern in United States District Court researching Civil Rights claims under sec. 1983, and served on the Gonzaga Law Review Executive Board. Jeff is admitted to practice in Rhode Island and Massachusetts, serves on the Editorial Board of the Rhode Island Bar Journal, and is a member of the ABA and Justinian Law Society. Jeff provides legal services to RHBG clients in the areas of civil litigation, commercial law, construction law, criminal defense, and appellate litigation.

Stephen H. Burke

With over 30 years of experience in large and small law firms and state agencies, Steve has a broad practice in business, administrative, and commercial law and litigation. He is a long-standing member of the American Health Lawyers Association, and he advises many local long term care facilities on regulatory, operational, payment and business matters including compliance and survey disputes before the Department of Health, Board of Medical Licensure and Discipline, and the Centers for Medicare and Medicaid Services. His work for medical providers includes advice on fraud and abuse and compliance issues, formation of group practices, buy-in and buy-out arrangements, employment contracts and the purchase and sale of medical and dental practices.

Steve is also a former chief legal counsel to the Rhode Island Department of Environmental Management, and he represents individuals, developers, municipalities and business clients before local review boards and state and federal environmental regulatory agencies, and in federal and state courts.

Steve is also active in the educational field, advising teachers and families in the fields of special education law, collective bargaining and public employment law. He deals with claims arising under the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and the Individuals with Disabilities Education Act.

Steve has served as general and regional counsel to many small and mid-level business clients, providing strategic advice to owners, boards, management and investors. He handles a wide range of business transactions: real estate development, zoning disputes, mergers, acquisitions, financings, buyouts, investments, joint ventures, and a variety of corporate transactions.

Cassandra A. DeAngelis

Cassandra DeAngelis is a litigator who represents individuals and business in a wide variety of matters related to insurance defense, including professional and personal liability, medical malpractice claims, personal injury issues, medical licensing and investigations before the Department of Health, breach of contract, collections, employment discrimination, premises liability, and litigation. Paul F. Galamaga

Paul's practice focuses on healthcare litigation. He has successfully defended medical malpractice actions brought against hospitals, other healthcare facilities and physicians. Stephen P. Harten

Steve began his career in the insurance industry, working first as an adjuster for Amica Mutual Insurance Company. He then worked as a claims investigator for the Rhode Island Medical Malpractice Joint Underwriting Association while attending law school. Upon graduation in 1988, Steve started his legal career at a large litigation firm in Boston, Massachusetts. In 2000, he helped establish the firm now known as Ratcliffe Harten Burke & Galamaga LLP. Steve has successfully been trying cases since 1989 in the state and federal courts of Rhode Island and Massachusetts.

Rene P. Moniz

Rene Moniz joined our firm in 2012, focusing her practice on civil litigation including medical malpractice defense. Before joining our firm, Rene's work experience was focused on various types of complex and class action litigation. Rene graduated from the University of Tampa, where she received her Bachelor of Science degree in International Business. She obtained her law degree from Suffolk University Law School, where she participated in the Suffolk Legal Services Landlord/Tenant Clinic and also served as a legal intern in the Norfolk Probate Court.
