With over 30 years of experience in large and small law firms and state agencies, Steve has a broad practice in business, administrative, and commercial law and litigation. He is a long-standing member of the American Health Lawyers Association, and he advises many local long term care facilities on regulatory, operational, payment and business matters including compliance and survey disputes before the Department of Health, Board of Medical Licensure and Discipline, and the Centers for Medicare and Medicaid Services. His work for medical providers includes advice on fraud and abuse and compliance issues, formation of group practices, buy-in and buy-out arrangements, employment contracts and the purchase and sale of medical and dental practices.

Steve is also a former chief legal counsel to the Rhode Island Department of Environmental Management, and he represents individuals, developers, municipalities and business clients before local review boards and state and federal environmental regulatory agencies, and in federal and state courts.

Steve is also active in the educational field, advising teachers and families in the fields of special education law, collective bargaining and public employment law.
