Firm Overview

Since 1979, Paul J. Neal, Jr. (Jay ) has represented individuals and businesses in matters of real estate law, civil and personal injury litigation and a general practice that includes estate planning, business law, contract preparation, etc. Honing his skills through more than 41 years of experience serving Virginia's Shenandoah, Warren, Rockingham and Frederick Counties, Jay is a highly respected attorney in the Shenandoah Valley with an experienced and dedicated legal staff, all working to provide good results for our clients. From our office in Woodstock, we serve our clients by handling real estate transactions, both residential and commercial, personal injury suits, litigating real estate and construction issues, strategizing for your family's future, and providing advice normally found in a general practice of law. As a solo attorney practice, there are many areas of the law beyond those handled by our office and we have no reservations about recommending our clients to other attorneys should expertise be needed beyond the scope of our practice. We are committed to representing you efficiently and effectively in your legal needs.

Esteemed reputation and compassionate treatment secure results:
Jay is an esteemed attorney, recognized in the Martindale-Hubbell Bar Register of Preeminent Lawyers as AV Preeminent Peer Review Rated, and the recipient of many awards, from Best Lawyers in America, American News and World Report's Best Lawyers, Best Lawyers in Virginia, and more, all that look good hanging on the wall, but more importantly, the nuts and bolts of the practice revolves around:

Dedication. "Humble service" is not just a Scriptural admonition, it is ingrained in our office but Jay achieves his professional and personal satisfaction from interacting with and assisting other people. Success for us as a firm means achieving favorable results for you. While we don't accept every case, we are dedicated to good results in every case we take.

Compassion. We treat all of our clients with care and compassion, and are receptive to their questions concerning the law. We answer your questions in plain English to ensure you understand your legal situation fully. We also realize the language of the law can be foreign to many so believe us when we say there is no such thing as a dumb question, and you won't get "nickled and dimed" if you ask lots of questions. Jay does lots of work for churches and nonprofits, and they are rarely, if ever, charged. Everyone is to lend their talents and blessings so such work is not "crown polishing", just doing what one should do.

Experience. It is amazing how much isn't learned in law school. There is no teacher better than experience. There may be times, especially in matters of dispute, where the best thing to do is...nothing. Every dispute should not result in litigation, so we try to fix problems in the best way possible. We never want our clients to spend more on a matter than it's worth to them and we attempt to be very practical when it comes to the expense of any legal proceeding.

Seasoned attorney dedicated to various civil practice areas:
We offer legal representation in matters involving real estate law, personal injury litigation and a general practice of law, including estate planning and business law:

Real estate We apply our extensive knowledge of real estate law to offer effective and efficient legal services for your real estate transactions. Our legal assistants have worked on hundreds of closings with Mr. Neal and can prepare a detailed fee quote for you upon request. We have worked with many different lenders and understand the process of getting a real estate loan can be tiresome and confusing. We will close transactions as quickly as possible, but not at the expense of short-changing quality. When it comes to title examinations, Jay searches his own titles and will discuss a property's history at closing, as well as explain any significant easements or restrictions and discuss the need for or desirability of owners title insurance.

Civil and Personal injury litigation We represent plaintiffs in matters of personal injury, primarily resulting from auto accidents, but also handle general litigation matters- contract disputes, construction disputes, unpaid accounts, right of way disputes, zoning appeals, etc.

Estate Planning We help clients secure the future for their families in matters of estate planning, including wills, trusts, powers of attorney, and advanced medical directives. While much of what one reads strongly advocates a revocable trust, we do not believe in a "one size fits all", and will explain what trusts can and cannot do for you and your family. In appropriate situations, a well-drafted trust is essential, but there are also situations where a trust would be a waste of time and money. We will explain the options and let you decide what's right for you.

Experienced Woodstock real estate lawyer

Jay applies his extensive knowledge about property rights, real estate issues, finance and business to all areas of real estate law. With more than 33 years of experience in real estate law, we can help you with:
-Residential home sales transactions
-Commercial property sales transactions
-Homeowners associations
-Landlord-tenant disputes
-Evictions
-Foreclosures
-Real estate contracts
-Eminent domain
-Zoning, land-use and building permits
-Boundary and easement disputes
-Title disputes

Real estate transaction attorney:
From offer to sale, we handle all aspects of buying and selling real estate and construction, so that you can feel confident about a smooth and precise transaction. We can:
-Draft or review your sales contract or construction contract
-Negotiate real estate agreements
-Review your lending documents
-Search and clear title
-Handle land use and zoning issues
-Conduct your real estate closing

Real estate litigation attorney:
Real estate litigation requires substantial knowledge about property laws and civil litigation, as well as a dynamic courtroom presence. Jay has the specialized knowledge and experience necessary to successfully litigate your real estate disputes.

Real estate negotiator:
Some (in fact, most) disputes are better solved outside of the courtroom, if possible. Through effective representation, we guide negotiations to protect your interests. By retaining an experienced attorney to strategize during the contract negotiation process, you can often prevent disputes from arising at a later stage in the real estate transaction. This can save time, costs and frustration. It's great to win a trial, but it's even better to achieve successful results, without the costs of a trial.

The "Real Life", away from the law office is something like this:

I am married to Tina Taff Neal, also a lifelong resident of Strasburg, Virginia and we have two sons, Mathew (28) and Parker (25). Matthew is Director of Sales-North America, for Bowman-Andros of Mt. Jackson, Virginia, while Parker is Southeastern Sales Manager for Monoflo, Inc. of Winchester, Virginia. Both are quite the athlete and played baseball at and graduated from Christopher Newport University. Our third son is 4 legged, Bailey, a lab-beagle mix, and he undoubtedly has the best gig of all, receiving and dishing out lots of affection. If Tina had to choose between the two of us, I'd start packing. We are hugely proud of our sons, and the amount of attention the dog gets is just ridiculous.

We attend church regularly at Liberty Baptist Church of Strasburg and at Restoration Fellowship Church of Middletown, Virginia. Pastors Keith Warren and Dusty Dillman, of Liberty, and Pastor Jay Ahleman, of Restoration Fellowship, are just the best and I am much indebted to them for their devotion to our Lord. We are Christian but surely not perfect. I believe in a mantra of humble service, which in part makes it very hard to "self promote" when putting together information for this web site. I believe in trying to do the best that I can as a husband, father, lawyer, baseball general manager, and servant of our Risen Lord.

My biggest out of the office activity is serving as General Manager of the Strasburg Express, www.strasburgexpress.com, a collegiate summer wooden bat league team that plays in the well-respected Valley Baseball League. The Express is a nonprofit organization and plays 44 games in June and July with our players staying with local host families. It is a lot of fun for all of us and the community, but takes a lot of time; fortunately I am blessed with a truly wonderful wife that likes baseball almost as much as me-she doesn't miss a game and enjoys her role as "first lady". I am an avid fan of the Hokies of Virginia Tech where I was a wide receiver from 1972-75. Don't be impressed-in a book that chronicles Hokie football over a 40 year period, my only mention was a fumble against SMU.

I am blessed with a truly wonderful staff, 3 Legal assistants, Mariann Cuff, Pamela Ulmer, and Brenda Getz, and two part-timers, Robin Hottle and Shirley Kerber. Mariann, Pam and Brenda are just as personable as they are talented and I deeply appreciate just how well they do what they do. Robin and Shirley are retired, sort of , absurdly over-qualified, and they scan files, run errands, assist with documents, odds, and ends, and help with the information dispersal that goes along with being GM of a baseball team.

I am a fan of lawyer jokes but this one, "Woe unto ye lawyers, ye load men with intolerable burdens but lift not one finger yourselves", comes from Scripture, our Savior as quoted by the good Dr. Luke. I try very hard not to be guilty of that one.
