Lucia served as the Assistant City Attorney for the City of Fort Collins from 1976 to 1978 and as City Attorney from 1978 to 1981. Since leaving the City Attorney's office, Lucia's practice has focused almost exclusively on local government and administrative law, annexation, land use, zoning, real estate and development law in Northern Colorado. Lucia has represented the Fort Collins Downtown Development Authority for over 25 years and helped establish the Windsor Downtown Development Authority in 2010. She has also assisted in setting up urban renewal authorities and creating new urban renewal authority plan of development areas in communities in Northern Colorado.
