Since leaving the City Attorney's office, Lucia's practice has focused almost exclusively on local government and administrative law, annexation, land use, zoning, real estate and development law in Northern Colorado. Lucia has represented the Fort Collins Downtown Development Authority for over 25 years and helped establish the Windsor Downtown Development Authority in 2010.
