Gallagher, Boland and Meiburger, LLP represents interstate natural gas pipeline and storage companies, as well as local distribution companies, producers and end-users, before the FERC, the United States Circuit Courts of Appeals and the United States Supreme Court. The firm prides itself on providing high quality legal services on a cost-effective basis. Over its long history, the firm has been involved in all areas of natural gas regulation at the federal level. The firm's founding partner in the regulatory field was a former General Counsel of the Federal Power Commission, the predecessor to the FERC. One of the firm's original partners, Walter Gallagher, co-authored a treatise entitled "A Compilation of the Legislative History of the Natural Gas Act." Often used as a reference by energy law practitioners, the work has been cited in various publications and court opinions.

The firm has two partners, Frank X. Kelly and Steve Stojic, who have more than 65 years of combined experience relating to FERC legal and regulatory matters. Frank X. Kelly

Frank X. Kelly brings 38 years of practical knowledge and experience to Gallagher, Boland and Meiburger, LLP and assists clients with all types of natural gas regulatory concerns. Prior to joining the firm in 1974, he served on the Commission's staff in the Office of General Counsel. During his tenure with the firm, Mr. Kelly has been actively engaged in the representation of interstate natural gas pipelines in their rate, tariff and certificate proceedings before the Commission and the federal courts. He also has represented producers, local distribution companies and end-users in various Commission proceedings. In addition, Mr. Kelly regularly counsels clients regarding compliance with the Commission's policies and regulatory requirements.

Steve Stojic

Steve Stojic has spent 30 years in the field of energy law. Following graduation from law school, he served a two-year clerkship in the Commission's Office of Administrative Law Judges. Mr. Stojic joined the firm in 1982 and has been involved in a variety of rate, tariff and certificate proceedings on behalf of interstate natural gas pipeline companies. He has represented clients in highly complex litigation, including rate cases and complaints set for hearing, as well as in numerous appellate proceedings before the federal courts. In addition, Mr. Stojic assists clients with contract matters and compliance with FERC regulations.
